Barkeep is a Dunmer in Cragslane Cavern in the Rift, near the town of Shor's Stone. He is located in the main room with the gamblers rooting for some pit wolves in the small arena next to it. He serves them drinks. Other than Vekel the Man, he is the only by default hostile barkeep in The Elder Scrolls V: Skyrim. In battle, he wields a mace.
