Beggars can be found in all of the major cities in Skyrim. However, unlike the beggars in The Elder Scrolls IV: Oblivion, the beggars in The Elder Scrolls V: Skyrim have no affiliation with the Thieves Guild.
The Gift of Charity

Donating 1 
to any beggar will grant the passive ability The Gift of Charity, which boosts Speech by 10 points for an hour. After giving a beggar money it is considered helping them, and he/she will become friendly.
