Yes, High Rock is still a province of the Empire and, as of the Fourth Era, is arguably considered to be the most supportive, peaceful, and prosperous member of the Empire aside from Cyrodiil. Morrowind, despite being destroyed by Red Mountain and being partially invaded by the Argonians, has not officially seceded nor has the Emporer renounced Morrowind. Thus, it is still considered a province of the Empire.

But given the rivalry between Wayrest and Daggerfall, I wouldn't be surprised if Daggerfall's ruler either a) paid the corsairs to do it, or b) disguised their troops as corsairs and sacked the city. Or a bit of both.

I was talking about relevant levels of peace and properity when you consider all the recent events in the late Third Era and Fourth Era, or just the Mede Empire in general. Septim Empire levels of peace and prosperity certainly had higher standards for these two criteria.

Morrowind depends on who you’re asking. If you ask Titus Mede, it is. If you ask the Dunmer, no. But Morrowind is in shambles so I dont know why the Empire would be motivated to retake it
