I have played as almost every character type except for lizard, cat, and Org. My character always seek out vampires as I want them to become a vampire.
From the research I've been g the ring on this topic I suggest either a altmer or Dark Elf. altmers (high elves) are skilled in every magical skill. But on the other hand dark elves have a resistance to fire which makes up for the fact vampires have a weakness of fire up to stage 2 and if you get the lady standing stone it makes up for the weakness to sunlight so overall when I made a class just like this I picked dark elf to reduce most negative effects of being a vampire I recommend you do the same one more thing dunmers (dark elves) also start off with high destruction magic which is probably going to be your main offensive spells
I agree with high elf being the best candidate, however a sign of atronach is necessary, to negate increased incoming magic damage. You can literally be oneshotted by some mages wielding fire if youre altmer vampire, 50% magic absorption, further boosted by items completely eliminates this threat.
Although Dunmer looks best at first glance, 50% isn't that much when you're up against enemies that use high-powered spells, like Pyromancers and Thalmor Wizards. I've played as Nords before (who have 50% resistance to frost) and still got annihilated by Cryomancers and Malkoran, so 50% resistance isn't everything. The Atronach Stone and the Alteration perk "Atronach" and "Magic Resistance" will make you almost invulnerable to spells. Downside is that Conjuration spells have a higher chance at not working, since you "absorbed" the spell.
With that stone and the perks I've mentioned, any race can be a vampire mage, or just plain mage and no vampire traits.
Gonna necro the thread. I use 'Path of sorcery' mod, 'belua sanguinaire ', for the vampire. For unarmed combat, nothing is more fun than 'fists of the north star'. Throw in 'griptzion's tekrport/ mark and recall ', and you've got yourself a new game. These mods all play nice with each otger
Dark Elf nullify the fire elemental weakness making it easier for you to stack fire resist.
I mention High Elf because they have 50 more magicka which is 5 levels worth points. Plus High Elf's innate Height made them do 10% more damage than other races. (Height of 1.1 = 1.1X more damage per hit)
Bretons have an innate 50% resist to magic meaning takes less damage all around. Racial ability makes magical attacks useless for a while.
Nords. On contrary beliefs, I feel that if you stack Nord and Vampire resist, you've already got a character nearly invulnerable to frost spells without any gear. This has an advantage is you can forget about frost resistance on your gear and focus on getting other enchanted gears.

It's not that 50% resistance is great, it just negates the 50% weekness being a vampire gives you.
