I hope Bethesda puts out a complementary patch to this one.. I just wanted to get a lot of thoughts on this legendary skill business out so here goes.. If this is the end to what legendary skills can do then there isn't really too much incentive other than for those that like to be a pure class that can build all the perks to say only mage perks or thief perks. They don't have to reset an important tree, they just have to be cheap and build something easy like conjuration and reset rinse and repeat.. For people who want to focus on what they get at a higher level, what do we get? Stronger monsters? Some scale but the next patch needs to put more unique monsters out there which require the power of a lvl 100/150/200 etc to be able to kill. Change those fixed perks/spells to scale such as the Illusion perk "Rage": Frenzy spells work on higher level opponents (+12 levels to spell maximum). That could say something like works on targets up to 5/8/10 lvls higher than you. Right now it seems that if I'm lvl 150 and cast any illusion spell, it will either be a lowbie (designed for lvl 81 or below) target and it works or new high lvl targets will come out (hopefully) next patch and the spells won't ever work. Hopefully the counter indicating how many times you reset THAT particualar skill back to 15 will serve an incentive based purpose next patch. I like the reward for lvling up a skill but to reset it and have to do it all over again??? come on.. more lvls and perks with no more tougher opponents... Do something with the legendary resets.. Take the legendary reset counter on each tree and let it be it's own perk counter that you can spend on something new or to enchance an existing perk in same tree. Make something that unlocks if you get say 2 resets on all trees. If people max out at lvl 252 and the get perks in all spots, they are forced to be balanced (good at all trees/specs).. maybe the pure mages, warriors, etc can choose to stacks perks in trees to play the unbalanced game to? anyways...
They've moved on, no more patches.
I didnt see any posts about this, but if you make your speech skill legendary, do the merchants maintain the 500 gold you have invested in them? And, perhaps more importantly, can you invest ANOTHER 500 gold with them once you have reached the required speech level to regain the perk?
Why don't you give it a try to find out?
"Legendary skills" seems an awful lot like the "legendary weapons" of LotRO. They are so easy to get; you just have to put enough time into the game. (For anyone who doesn't play LotRO: They drop at 5/8 the level cap and up, and they drop more commonly than other weapons.)

I'm assuming that if you can level speech within their money reset point (2 days) they will keep the bonus (for that day). After that time, if you have the tree reset, I'd assume that they'd reduce back to whatever it normally is. Although, it'd be interesting to see what really happens.
Mmmh... I was entirely unaware that you could "go legendary" on skills multiple times--refunding perks seemed a waste of time at level 81 when you already have to raise a skill over 30 points (which made the removal of the Oghma Infinium glitch a problem for me) just to level up one time.
It all just irked me, but being able to reset skills multiple times makes sense to me now.
Just like leveling armor and easy way to do it for legendary, especially if you have resto buff armor (25%/piece) is to provoke the guards in a town and let them wail. Just sit and cast a constant stream of Healing, which never runs out thanks to the armor buffs, and level you armor skill. Also works to raise/re-raise your resto skill. Easy-Peasy
Block is also really easy, especially if you have good armor.
Sorry it took me so long to write back. My method is button-mashing and staying in combat untill the desired level is reached. I keep a shield in one hand and a high-power healing spell in the other, and then then let the enemy endlessly beat on my shield, quickly healing myself in between blows as needed. I fight only one person at a time to avoid being overwhelmed. To level armor, put on your desired armor type and let the enemy whack you instead of your shield. Bashing should be avoided as it's very slow for leveling and will eventually kill your enemy.
Since I accidentally killed my bandit, I now use Hajvarr Iron-Hand (at White River Watch) which reduced the time from 15 min to 8 min. It is also advisable to run away you have leveled up quite a bit and come back a few days later so he has better weapons, which level faster (This only works with named charachters; if you run a way from a regular bandit for any length of time he/she will disapear).
Because I'm an assasin, I think blocking is a HUGE waste of time in real combat. I simply chose it because it was the fastest, cheapest method.
Progress report: I'm now at level 109 with "<|>7" under Smithing & Alchemy, which has given me 28 new perk points to spend on other skills.
my record is from illusion(yes the Harmony thing) legendaried it 54306 times so you can do it indefinately.
