Brandish is a hostile Breton Destruction mage.  He can be found inside Fort Neugrad behind a locked door.  He may use any three of destruction spells.  He will only be inside the fort if it is occupied by bandits.  If the Legion or the Stormcloaks take the fort, he will disappear.
