Captain Steffan is an Imperial Commander of the Blades at Cloud Ruler Temple in the absence of Grandmaster Jauffre.

Spies
After the attack on the Dagon Shrine, Steffan will report that he has seen strange people during dusk hours near the rune stone at the base of the mountain. Both he and Jauffre fear that they are spies and will send the Hero to investigate since they are lacking the manpower to send the Blades into the mountains to hunt for the spies.
Light the Dragonfires
If Baurus has died earlier, Captain Steffan aids the Hero in protecting Martin when the Imperial City is invaded by the Daedra.
