Casta Flavus is an Imperial and an agent of Hermaeus Mora who likes to wake people from their sleep.
After completing all previous Daedric Quests, he will wake the Hero after he or she has gone to bed for the first time since the quests are finished and will send them to the Hermaeus Mora's Shrine.
Once the quest "Shrine of Hermaeus Mora" has been accepted, Casta Flavus is removed from the game.
