Cicero Verus is an Imperial commoner in Cyrodiil. He is one of the brothers at Three Brothers Trade Goods in the Market District of the Imperial City.
Unlike his brothers, Cicero works by delivering copies of the Black Horse Courier. After closing time, he goes and eats at The Feed Bag with his brothers. If asked about the Imperial City he'll respond with, "It would be perfect... if the Watch could just get rid of the damn Thieves Guild. You don’t have this problem in Anvil or Bruma."
