City-Swimmer is an Argonian who lives in the top level apartment of a three-story building in Bravil. She swims most of the day, exploring the canals in the city, but can be found in her house at night. She is a Journeyman Sneak trainer.

- It is possible that City-Swimmer can end up dead after attempting to pickpocket any of the townspeople.
- Though she has a female model and voice actor, City-Swimmer curiously uses male pronouns when referring to herself. It may likely be developer oversight/error, as other NPCs comment on City-Swimmer being female, or may be intentional in the sense that she personally identifies as male.
- City-Swimmer will steal food from local residents, and occasionally she is caught by the guards and killed.
- City-Swimmer's residence, City Swimmer's House, does not have a hyphen, as her own name does.
