Added by Deyvid PetteysThe City Watch is an organization which protects the law and order in all major cities in Cyrodiil.
Each city has multiple guards that restrain order, and keep an eye at the population making sure everything is according to law. Every city has its own seal which is visible on the shield and armor of each guard member. In every city there is a captain who commands the guards, and there are also bodyguards who protect the Count and Countess. The guards shift their duties at regular intervals, and rest in their respective guard towers or in the guard barracks.

Duties

City Watch guards are stationed throughout their respective city, watching over city or castle gates, or patrolling the city streets. The guards are led by a captain, who reports to the local Count and/or Countess. Their duty is to uphold peace and order througout the city and county, as well as ensuring justice is had in the event of a crime. Additionally, they are the last line of defense of their city in the event of assault or invasion.
Crime

Within the walls of a city, and the surrounding countryside, any crime committed gains the attention of the guards; the nearest will move to the perpetrator, informing them that they have broken the law, and gives three options; pay the fine, resist arrest, or go to jail.
If the perpetrator chooses to pay the fine, the guard will take them to the nearest castle and take whatever bounty was placed on them as payment, as well as search them for all stolen item in their possession. If the fine cannot be paid, due to lack of gold, the option will not be given.
If the perpetrator accepts the jail sentence, they will be sent to the nearest castle to serve their sentence, based on the size of the bounty; the larger the bounty, the longer the sentence.
If the perpetrator resists arrest, the entire guard will immediately engage them, attacking until yielded, or until the perpetrator is dead, or fled from the fight.
If the guard has a disposition of 91 or more, they will not immediately react to a low and non violent crime, looking away as long as the crime is minor.
Combat

In battle, a city guard will fight to the death, and never flee. If a criminal resists arrest, the entire city guard will be on the alert, doing their utmost to bring them to justice. Most guards will engage a resisting criminal in melee combat, while guards from a distance will use their bows. If the criminal attempts to flee the city into the countryside, the guards will pursue them indefinitely, until the criminal manages to hide.
Apparel

Each city guard is equipped with a chainmail hauberk and tabard, bearing the city's colour and insignia. In addition they are clad in chainmail leggings, boots and gauntlets, and a unique light helmet called a Guard's Helmet. Skingrad however, is an exception, where the guards wear steel rather than chainmail.
A guard will defend their city and the law with a silver or steel longsword, bow and steel or fine silver arrows, with light shields that also bear the city's color and insignia.
How to get every city's guard armor

Those who have The Gray Fox Mask can equip the mask and kill a guard and take its armor. After that, un-equip the mask and yield to a guard, because they will continue to attack until one yield to them. This will not add any bounty doing this. The bounty will go to The Gray Fox. This is an easy way to get every city's armor for free and the keys.
