Walkthrough

Ma'randru-jo is a Khajiit traveling salesman who wanders all of Skyrim with a caravan of other salesmen. Because the Nords do not take very kindly to the outsiders, the caravan that he is a part of is not allowed within the walls of any city.

Finding him can be a bit of work because of his constant movement, but not difficult. His tendency to hang out near cities, and consequently guards, makes killing him without a bounty equally annoying. It would be best to follow him onto the roads where nobody is around and then kill him (and everyone else if they discover you). If you want to have these caravans serve as a fence and are interested in doing the Thieve's Guild questline, it is suggest to leave Ri'saad alive, as he is involved in a short quest for them. Alternatively, you can threaten him (2nd speech option "I'm going to beat you like a house cat!") (as a Khajiit the 2nd option is "You are a disgrace to our race! I spit on your fur!") and he'll turn hostile at which point you can kill him even if guards are nearby and you will not receive a bounty nor will his caravan-mates become hostile.

At Whiterun: Just stand on the wooden platform that overlooks their camp, and stealth kill using a bow. If done correctly, you should be able to one-shot the target without the rest of the camp turning hostile; in fact, the rest of the camp seems to just not care at all.

Ma'randru-jo is can also be found by Salvius Farm near Markarth around 8:20 AM. There you can go and directly talk to him and say "I'm going to beat you like a house cat." after that Mar'randru-jo will attack. You can fight back without having to worry about his friends attacking you or having a bounty on you.

To complete the quest simply return the Dark Brotherhood sanctuary and talk to Nazir for 750 reward.

If you are a Khajiit, when you report back to Nazir, he will say " In Hammerfell, I used to enjoy watching two cats rip each other to pieces."
