Returning from The Elder Scrolls III: Morrowind, dwarven crossbows are archery weapons in The Elder Scrolls V: Dawnguard.
It is the Dwemer design of the standard crossbow used by the Dawnguard, a faction of vampire hunters.
It is one of the most powerful ranged weapons in the game, surpassed only by the Dragonbone bow used with Dragonbone arrows.

Acquisition
After acquiring the Dwarven Crossbow Schematic in the second to last of the Ancient Technology missions, Sorine Jurard will begin to sell them. She may also teach the Dragonborn how to smith them if requested.
Like all crossbows, they can only be created at the forge in Fort Dawnguard.
Smithing
After obtaining the schematics for it and asking Sorine Jurard how to create it, it may be smithed with the dwarven smithing perk. It can only be made at the blacksmith's forge in Fort Dawnguard and using the following components:
It can be upgraded using a dwarven metal ingot at a grindstone, and also benefits from the dwarven smithing perk which doubles the improvement.
