A Dwarven Mechanism is a large Dwemer platform that can be found protruding out from the ground within the ruins of Mzinchaleft, Alftand and Raldbthar.
The mechanism can only be activated with an Attunement Sphere that can be obtained during the quest "Discerning the Transmundane". Once activated, the mechanism transforms into a stairwell that leads to the ancient Dwemer ruins of Blackreach. These mechanism seem to be the only way to access Blackreach.
A similar mechanism can found north of Winterhold, inside Septimus Signus's Outpost.
