Quick walkthrough
- First complete the The Man Who Cried Wolf.
- Speak with Jarl Elisif the Fair.
- Take Torygg's War Horn to a specified Shrine of Talos, northeast of Whiterun. Between Shimmermist Cave and Fellglow Keep.
- Activate the trigger at the base of the statue of Talos, thus leaving the horn as pictured above.
- Return to Elisif at the Blue Palace in Solitude.

Trivia
- If Torygg's War Horn is pickpocketed from Jarl Elisif the Fair before the quest is started, it cannot be dropped until it has been placed at the Shrine of Talos as it is a quest item.
- Once placed at the shrine, Torygg's War Horn can be picked up again without penalty.
- If the Dragonborn prays at the Shrine during this quest, a Thalmor agent named Lorcalin will appear and attack. Orders found on his body show he was ordered to attack anyone worshipping Talos at the shrine.
