Quick walkthroughEdit

• First complete the The Man Who Cried Wolf.
• Speak with Jarl Elisif the Fair.
• Take Torygg's War Horn to a specified Shrine of Talos, northeast of Whiterun. Between Shimmermist Cave and Fellglow Keep.
• Activate the Shrine, thus leaving the horn.
• Return to Elisif at the Blue Palace in Solitude.

• If Torygg's War Horn is pickpocketed from Jarl Elisif the Fair before the quest is started, it cannot be dropped until it has been placed at the Shrine of Talos as it is a quest item.
