Establish the Mine is a quest available in The Elder Scrolls III: Bloodmoon.

Quick walkthroughEdit

1. Speak to Carnius Magius at Fort Frostmoth.
2. Go to the docks and escort miners to the Raven Rock.
3. Speak to Falco Galenus.
4. Search the rocks for 4 pieces of Ebony Ore.
5. Return to Carnius.

Detailed walkthroughEdit

It is the first quest in the East Empire Company quest line. To start it find Carnius Magius in Forth Frostmoth beyond the Imperial Cult shrine. Ask him about East Empire Company and then about assignment.

Carnius will ask you to escort miners from docks to the Raven Rock colony. Head on to the docks and speak to the Gidar Verothan, the head of miners group. After that Gidar will mark the position of the colony on your map and all three miners will follow you to the Raven Rock.

After escorting the miners to the camp, speak to Falco Galenus for assignment, he will tell you to prove to the investors that this mine is worth keeping so he asks you to search through the rocks for ebony ore, you need to get 4 pieces and bring it to Carnius in the imperial shrine at Fort Frostmoth. You don't have to use ebony from there you can buy your own. It also weighs a lot so you need about 60 Weight free.
