Walkthrough[]
In Kozanset, you will run into a Gold Coast Scout who has just captured a harpy. He will tell you that he is being paid to deal with the harpy menace, and that you should go speak to the townspeople if you wish to learn more about the problem.
Head into town and talk to the people there. Foreman Malumah will tell you that the mercenaries are demanding that people pay them a fee for protection against the harpies. Near the stables, Kabrahla will tell you that the harpies are not actually dangerous, and that the mercenaries are a bigger threat to the townspeople. She will mention that they recently stole crates from someone called Zihlran. Head to the east and onto the rooftop there, and you will see a harpy looking at some crates; in these crates, you will find Zihlran. He will tell you that the harpies and the mercenaries are about as much of a problem for him, and that the mercenaries barely help against the harpies.
After you have talked to these people, you should seek out Magistrate Andrin at-Lehiel. He will be in the town hall, the building next to where you found Zihlran. When you enter, you will overhear a conversation between him and the leader of the mercenaries Daneem, where the mercenary leader asks for more gold and supplies to fight the harpies. After Daneem leaves, speak with the Magistrate and he will refuse your help in the matter, saying that he does not want to endanger his relationship with the mercenaries. The moment you are done talking though, someone named Leja at-Lehiel will show up; she will be dismissed by the magistrate, but will ask you to come talk to her in her home so you can find out what is really going on.
Leja's home is in the northwest of town, past the smithy. Head there and talk to her, and she will tell you that the mercenaries have been causing the harpy troubles by stealing harpy eggs and hiding them across town. Hhe harpies are only being a nuisance because they want the eggs back. Leja will then tell you to follow her to the balcony, where she will show you a tame harpy; she does not think the harpies and the people of Kozanset have to be enemies. Speak with Leja again and she will tell you that this is why she wants your help in dealing with the mercenaries. She will ask you to help her look for the harpy eggs so that she has proof that the mercenaries are up to no good.
Head into town and start looking for the harpy eggs. You will find many eggs around town; once you have four, meet up with Leja in the marketplace in the center of town. While you are discussing what to do with the eggs, Daneem will show up to intimidate Leja out of pursuing her inquiries; talk to Leja again and she will tell you that the mercenaries have a warehouse in the west of town; you should go there and eavesdrop on them while she takes the eggs back to her house.
Head to the warehouse and hide in one of the crates. You will overhear Daneem extorting some of the townspeople for money. After they are gone, head back to Leja's house to report what happened. You will find the magistrate there; talk to him and he will tell you that Leja has been kidnapped by the harpies along with several other townspeople. He will direct you to their nests to the east of town and demand that you go rescue her to atone for your role in what is going on. Head east of town and search the area. You will find the body of a villager here; his body shows no signs of being grabbed by harpies but does show signs of being beaten up by humans and dragged here.
"<The villager is in rough shape. It looks as if quite a few wild animals got to him before the end.>"
- <Examine the body.> "<On second glance, it seems the villager was badly bruised, as if he'd been in a fistfight. His wrists also show signs of rope burns. It doesn't seem like harpies dragged this man away.>"
Head east and you will find another such victim, then head north for the next one. You will find yourself at the base of a slope; head up and you will find Leja there. Talk to her and she will tell you that the mercenaries dragged her and a few others out here. Jackals came after the others, but Leja's tame Harpy and some other harpies defended Leja from them. Leja will ask you to bring this information to her father the Magistrate; you can ask the harpy outside to give you a ride to town.
"<The harpy doesn't seem to be afraid or aggressive.>"
- Leja at-Lehiel said you could take me back to town. "<The harpy seems to be waiting for you to say something else.>"
- I'm ready to go if you'll take me!
The harpy will drop you off in the center of town; the magistrate and Daneem will be just ahead, down the stairs. Speak with the Magistrate and tell him what happened. After you are done, Leja will also show up and corroborate your story; Daneem will be none too pleased with your meddling, but will not be able to do anything right now. After confronting Daneem, Leja will ask you to gather some townsfolk so that they may help you drive out these mercenaries. You will see several groups of townspeople around town; you can convince them to join simply by approaching them. Once you have gathered three of these groups, speak with Leja outside the guardhouse.
"That's the one Leja said to wait for. Let's go!"
"About time we ran those charlatans out of town!"
"Leja said you'd come. Let's head to the guardhouse!"
Leja will tell you that the harpies have been showing interest in the guardhouse, so there is probably something in there that means a lot to them. She will ask you to go in and bring whatever the mercenaries stole up to the rooftop. After you are done talking, you will witness a scene where Daneem and her mercenaries are dragged out of the guardhouse and thrown out of town; head in and you will find the body of the harpy matriarch. Take it up to the balcony, then speak with Leja there to finish the quest.
