Fenlil is an Altmer chef who resides on Kaleen's ship, where he both lives and works. He sells a variety of food items.
He moves with the ship, and is found at the ports of Port Hunding, Betnikh, and Wayrest at different times. If the Vestige talks to him, they will learn what he has been up to since he left the last port.
