At Jobasha's Rare Books in Vivec, Foreign Quarter, go to the very back of the store, where Jobasha is usually standing. On the top shelf of one of the bookshelves sits Charles the Plant, which contains the Meteor Slime.
The slime has the same alchemical properties and appearance as Scrib Jelly. The supply restores in an in-game month.
