Heem-La is an Argonian Mage in the Mages Guild in Ald'ruhn. He offers a number of Spells for purchase, including Alteration, Conjuration, Destruction, and two Illusion spells.
He is not involved in any of the Mages Guild quests; he can be found there if his assistance in buying spells is needed.
