The Hill of Suicides is located in the center of the Shivering Isles, close to Deepwallow.

The ghosts of those who killed themselves are eternally cursed to remain here. Despite the insanity of the isles' residents, few are willing to kill themselves because of the cost.
The town of Split is unwilling to deal with their counterparts, as they fear that killing their double will be seen as suicide.
