Selandilwen is an Altmer boatswain and the Dominion navigator. She can be found at a boat in Vulkhel Guard and Woodhearth, and a caravan in Elden Root, Rawl'kha, and Vulkwasten. She travels to the primary settlement of each zone, depending on the location you meet her in.

Selandilwen, along with Azoufah and Falvis Raram, were added in Update 12 with the new title of "Navigator," as part of the goals to have all alliance zones connected in the One Tamriel objective.
She goes to all Dominion areas except Khenarthi's Roost, as that is covered by Sugar-Claws.
In all areas, she is beside a small unnamed cart or boat, except Woodhearth, where she is in front of the Sea Hawk. Given that there no other boats near her, it can be assumed she takes the Sea Hawk to travel from Woodhearth.
