Shards of Order are keys used to access parts of the fountainhead underneath Sheogorath's throne room. When entered by the Hero, the Forces of Order are blocking the paths and the only two ways to get through is either using the keys found on the Priest of Order or waiting for tame Gnarls to clear a way.
