Rindir's Staffs is a small store in the Imperial City Market District, Rindir sells a Weak Staff of Telekinesis, Weak Staff of Light, the Apotheosis, and various robes for mages.
There aren't many good things on the counter besides some soul gems, but the locked display cases have amulets, rings, books, robes, and staves of sorts.
