Deep inside a dungeon called Mehrunes' Spite, I found a scamp with a labeled choker. It apparently belongs to a mage in Skywatch.

Walkthrough[]
In Mehrunes' Spite, in the room where you fight the dungeon's boss, you will find a non-hostile Scamp named Ozozur. It will have a note around its neck asking you to bring it back to its owner, a mage in Skywatch. The scamp can be contained by touching its necklace.
Head to Skywatch and seek out Gaireth, who will be just outside the Mages Guild. She will thank you for your efforts and give you your reward.
