The Dragonborn is tasked with removing Miraak's influence from all of the All-Maker Stones in Solstheim.

This group of sailors, originally from Windhelm, took shore leave on the island. They were put under Miraak's spell and have been at the Water Stone ever since. Once they are freed from the spell they walk to the shore to await their ship.
