About time that this, too, gets made all formal and stuff.

I hereby propose that we set a somewhat formal time limit for CT discussions before they get acted upon. My suggestion is that it be open for a week before the voting is closed (However, more time can be requested if it is a popular/close/highly debated topic). I also move that if its pretty much a non-issue. (I.e. it gets, i dont know, 4 or 5 supports, and no objections - the number can be changed later if needed). Then it can be closed early. This would give folks a time frame so that these discussions do not drag on forever. :)
