This should be obvious with the existence of the category Skyrim: Characters, but we have categories that exist and some that are being created that refer to NPC's as "Individuals" rather than "Characters" - such as:

• http://elderscrolls.wikia.com/wiki/Category:Individuals.
• http://elderscrolls.wikia.com/wiki/Category:Individuals_by_Faction

For the sake of consistency I propose we pick "Characters" to describe NPC's and stick to it for all related categories.

Secondly I propose that the game prefix be used when dealing with these categories as we will of course have a corresponding category for other games. Example:

• Skyrim: Characters by Faction
• Oblivion: Characters by Faction
