<Read the note.> ""The target's name is Malsia. The Mages Guild wants her dead, something about her trying to open a portal. Whatever the reason, she must die.""

I should look for Giruss.

Outside of Avanchnzel, the Vestige will encounter the body of Solvar. His body will contain a note stating that he is an assasin going after Malsia in Avanchnzel. the note also gives you the name of his employer, Giruss.

Head to Riften and look for Giruss. You can get a information by speaking to Itan-Nur who is at the waterside by the Artisan's Hall, on the lower level. Giruss will be in the warehouse behind Itan-Nur. Speak with him to take the job on Malsia. You can intimidate him to give you the location of Malsia's house, which is northeast of Wisplight Glen and southeast of Fallowstone Hall.

if you did intimidate him, head for Malsia's house. Inside, you'll find a journal on the nightstand detailing how she was trying to use skystones to create a portal into Aetherius. You'll also find a copy of The Lusty Argonian Maid Vol 2 on the table, so be sure to pick it up. Activate the skystones and Malsia should appear. Try to speak to her and it will become apparent that her soul was ripped from her body when she tried to enter Aetherius. This will finish the quest.

"<Malsia holds a broken soul gem in her hand.>"

Malsia! Can you hear me? Malsia? "<Malsia doesn't respond. It seems her fears have come to fruition—her soul has been torn from her body.>"
