Jo'Ren-Dar is an escaped Khajiit Slave who resides inside Sterdecan's Farmhouse, in the Ascadian Isles. As the course of the quest "Tul's Escape" suggests, he is in hiding with the abolitionist Sterdecan. As such, even though he still wears a bracer, there is no key and he cannot be freed by the Nerevarine as he is already free.
