Lord Kelvyn's Bulwark is a leveled shield with an extremely high defense that only appears with the official plug-in Fighter's Stronghold.
It can be located in a chest at the end of the bed in Battlehorn Castle's Private Quarters, after purchasing every single upgrade for the castle, including the Dwemer Forge.
