Malignant Militia is a side quest available in The Elder Scrolls Online.

Background

Bandits roughed up a volunteer near the Saltwalker Militia camp, and it doesn't sound as though the militia came out to help him.

Walkthrough

Southwest of Saltwalker Militia Camp, you will run into a man called Uhrih. He will tell you that he wanted to join the militia here, but that a bunch of bandits roughed him up when he tried to do so. He will ask you to look into the matter.

Head into the Saltwater Militia Camp and ask around about the situation. You will learn that the militia group was formed to strengthen the Daggerfall Covenant, but a group of bandits infiltrated it and are now de facto running the place. Once you have figured this out, seek out Captain Usnagikh, the leader of the militia. He will be located in the big tent in the southwest. He will reveal that the reason why he has not yet kicked out the bandits is because he and their leader, Gudarz, go way back, and he believes that Gudarz still has some good in him. If you offer to ask around the camp to find out Gudarz's real intentions, he will promise to take action based on your findings.

Head out and talk to Matthieu Vette, Olduzah the Cutter, Geinarre and Ysgravald. You will learn that Gudarz once took over a ship by having his people infiltrate the crew and then killing the captain. He did so out of revenge for said pirate captain killing his wife and children. Bring this information to Captain Usnagikh and he will tell you that while you were away, Gudarz told him to either leave the militia or die. Usnagikh will ask you to fight Gudarz in his stead to save the militia; head to the pit in the center of the camp and ring the drum there. Gudarz will accept your challenge and enter the pit for a fight. Kill him, then return to Captain Usnagikh to finish the quest.
