Merchants are NPCs that buy and sell items. They can usually be found in shops, (example: the Market District of the Imperial City) however some can be found in inns, and roaming Cyrodiil.

Some Merchants will only trade with you if you are a member of their guild (ie. Thieves guild), and if you are a certain rank in this guild.

Merchants have a limit of how much they can spend in one transaction, though you can sell items to them over and over again, as they never run out of money.
