Added by TimeoinNot only is the Ministry of Truth hanging over the city ("always watching"), but it is also used as an inescapable prison where the Tribunal Temple's political prisoners are sent, just like the book. Finally, the Temple itself is highly corrupt (they stole Godhood and killed Nerevar).
With the disappearance of the god Vivec, the Ministry became unstable. To try to keep it afloat, the Ingenium was created, a device using souls. Sometime in the Fourth Era, when a woman was to be sacrified, as the Ingenium could only use certain types of souls. Then her former lover, Sul, attempted to save her from the Ingenium: this caused the device to be destroyed and subsequently nothing more to keep afloat the Ministry; so, it violently crashed into the city of Vivec and completely destroyed it: vibrations from the crash caused Red Mountain to erupt. Most of Vvardenfell was destroyed and covered with ash, forcing its few survivors to flee in a hurry to Solstheim.
