Mystic Emporium is a shop found in the Imperial City Market District. The store is run by an Altmer, Calindil. Calindil sells mainly soul gems, scrolls and spells. You can also find the Hands of The Atronach here.

The Wizard's Tower plug-in adds Aurelinwae, who sells alchemy supplies, potions, soul gems, spells and can also recharge enchanted items. She also sells furnishings for Frostcrag Spire. As of right now if you download the the Frostcrag Spire the door to Mystic Emporium shuts permanently. You can use your lockpicking skill to pick the door then it is unlocked. It also seems that the items inside the building are free for the taking.

Fix: The glitch is brought on by the Fighter's Stronghold plug-in and, for some reason, the ownership is switched, preventing the store clerks from unlocking the door. The door to the shop is locked every night at 8. One way to avoid this glitch is when you first start playing, go to the shop first thing and the door will still be unlocked. To keep it that way, pick the lock to the Private Quarters(once the front door has been locked this method might not work at all). If this doesnt work, just unlock the front door (dont let anyone see you do it) and steal the key from the owner. After that, it will remain unlocked(note: sometimes it will say "Locked" after you use the key on it but it really wont be).
