Nedthion is a Bosmer residing in the port city of Mistral, in Khenarthi's Roost. He cannot be interacted with directly, but can be heard in conversation with Voranyarin as to the pronunciation of the word "quay." He is located by the entrance to Cat's Eye Quay.
