The Party Boots are the shoes that have to be worn by the Dragonborn in order to enter the Thalmor party at the Thalmor Embassy during the quest "Diplomatic Immunity." These boots are unique because there is only one pair.

The boots are given by Delphine, along with the Party Clothes.
