Pelagiad Guard Tower is situated near the town center and is occupied by a lone Imperial Legion Guard. The front door is locked, requiring a key (found at Fort Pelagiad) or 50 Security to pick. The trap door at the top of the tower is unlocked, allowing easy access for a Nerevarine who can levitate.
Other than a scenic lookout, there is nothing of interest at the summit. At the bottom of the spiral staircase is the basement, containing five weapons on a wall rack, a helm on a table, and a locked chest requiring 40 Security to pick. There are no quests involving this location.
