Pelagius is an Imperial and a member of the Blades who can be found in Cloud Ruler Temple, north of Bruma.
As a Blade he is sworn to protect the Emperor with his life, and trains regularly to keep his sword arm ready. He can most often be found sparing Fortis outside in the temple's courtyard.
