Prelate Sabinus is an Imperial member of the Mages Guild residing in places in accordance to the faction that the Vestige selects.
Background
Should the Vestige join the Ebonheart Pact he will appear in the Mages guild quarter of The Rift, if with the Daggerfall Covenant, he will appear in the Mages guild quarter of Bangkorai; and should the Aldmeri Dominion be picked, he will appear in Reaper's March.

Should players seek a cure for Lycanthropy or Vampirism, all they need to do is to visit Prelate Sabinus in the Mages Guild Quarter in Evermore the cure however requires the player to pay some gold.
