Rasha was a Khajiit Speaker of the Black Hand, and leader of the Cheydinhal Sanctuary at the time of the Great War.
He, along with Listener Alisanne Dupre, spoke of reinstating training for Shadowscales born in the Black Marsh to help revive the Dark Brotherhood. They eventually deemed this as too great a cost of resources.[1] After Alisanne fell defending the Night Mother's Crypt, and a new Listener was not revealed, Rasha claimed to be the Listener himself. His treachery was unmasked when he failed to speak the Binding Words, and he was thus killed by his brother Garnag at Cicero's insistence.
