Rebellion at Frostmoth is a quest available in The Elder Scrolls III: Bloodmoon. Talk to guards in the area and investigate why morale has been so low.
Quick walkthrough

- Head to Solstheim via Khuul
- Speak to Captain Carius in his quarters in the General Quarters
- Buy some Sujamma (they won't sell it in the fort so look other places)
- Speak to a guard about becoming dry and give him the Sujamma
- Return to Carius and talk about they dry fort
- Speak to Antonio Nuncius
- Visit Nuncius's office and search his locked desk
- Confront Nuncius
- Either report the info to Carius or say he had nothing to do with it.
Detailed walkthrough

When you arrive at Fort Frostmoth, talk to any guard, and they will tell you to go to the general quarters, and go up the southern staircase once inside. Keep going up until you reach Carius' quarters. Go inside and talk to Carius. Ask him about Fort Frostmoth, and he will tell you that the morale is quite low, and the men are edgy. He asks you to talk to them and find out what is wrong. You will soon find out, however, that the guards refuse to speak with you. You will have to bring them a drink. Almost any kind of beverage will do. A quick way to do this part of the quest, is to go to Carius' quarters, then go through the door to the left. Inside you will find a library of sorts, and on one of the bookshelves, you will find a bottle of flin. Give it to one of the guards, and he will tell you that the Fort Frostmoth priest have been spreading rumors about the Captain banning alcohol. Go back to Carius and tell him the news, and he will ask you to go and talk to the priest, named Antonio Nuncius. Carius also tells you, that he never banned alcohol, but for some strange reason, the shipments of booze have not arrived. You can find Antonio Nuncius in the Imperial Cult Shrine. He will deny having anything to do with the missing booze. Go to Antonio's office, on one of the upper floors of the Frostmoth Armory, and unlock his desk. Inside it, you will find an incredible amount of alcohol, that Antonio has been keeping for himself. Upon confronting him with the evidence, he will say that he did it because he thought the men would rebel, so that Antonius could be recalled from Solstheim. He will give you the choice of either reporting the info to Carius, or keeping it a secret.
