Refugees' Rest is a watchtower located in The Elder Scrolls V: Skyrim.

It is located along the Dunmeth Pass, near the border to Morrowind. Inhabiting the structure are two leveled creatures. Further east, a small graveyard for unlucky refugees can be found (see gallery).
Outside the tower, closer to the border, there is a small pedestal with a book named Decree of Monument that describes its history.
HistoryEdit
Around 4E 20, Refugees' Rest served as a central information, gathering, and meeting point for Dunmer refugees fleeing Morrowind after the eruption of the Red Mountain, seeking salvation in Skyrim.
