BackgroundEdit

He reports to Elenwen, the First Emissary. He was responsible for the interrogation of Etienne Rarnis, a Thieves Guild member believed to possess knowledge about the location of a Blades agent named Esbern.

InteractionsEdit

The Dragonborn encounters him inside the Thalmor Embassy, Elenwen's Solar. There, he's arguing with Gissur about locating Esbern. Alerting Rulindil to their presence sparks a battle in which Rulindil and four Thalmor Soldiers attack the Dragonborn. Initially, the battle can be avoided through the use of Pacify, but if the Dragonborn frees Etienne Rarnis, the battle is unavoidable.
