The amulet is one of the items the Dragonborn must find in order to continue in the quest in Saarthal. It does not need to be returned.
It decreases the cost of your spells by 3%.

no you're right, found this out today, same thing happened with my thieves guild hood and gloves with my deathbrand armour sets -
