Skooma is an illegal narcotic that is used throughout Tamriel.
Origins
Skooma was made and perfected by the Dunmer,[1] by way of mixing of Moon Sugar and Nightshade.[2] Since then, the drug has been used across the continent.
Uses
When used, Skooma increases the user's strength,[3] speed,[4] and restores stamina.[5] Some of the more addictive effects of the drug are bouts of euphoria, protracted lethargy,[6] loss of voice, minor fits, and possibly death.[7]
Skooma trade
Since Skooma is a narcotic, the Empire has banned it in many provinces.[8] Despite this, many criminals and dealers will sell this to anyone that is interested in buying their product.[9] The primary source of income in the Khajiit homeland of Elsweyr is the exportation of Moon Sugar, which is used to make Skooma. In fact, half of the southern population of Elsweyr are known as "sugar tooths," a slang word for a Skooma addict.[source?] Some criminals have formed large operations out of making and selling Skooma, as some criminals sell them in large cities such as Riften[10] and other places. There is also secret dens where people can buy or use the drug such as the Bravil Skooma Den in Cyrodiil, or the Redwater Den in Skyrim. Some people in places such as Morrowind will refuse to do business with people carrying the drug[11], however some people in Cyrodiil are willing to sell or purchase it.[12] Dialogue with bandits in Skyrim reveals that the Skooma in the province is "watered down" and isn't as strong as in other provinces. The Khajiit have a tolerance to Skooma and Moon Sugar, as they consume it in some form every day.[OOG 1]
Usage

Skooma can be used by smoking it through a pipe[13] or by drinking it in its liquid form.
