The Vestige awakens on a boat in Vulkhel Guard, then travels to Khenarthi's Roost with Sugar-Claws.

Walkthrough
The Vestige will wake up inside a ship in Vulkhel Guard. The Prophet will appear and tells one to help others before finding him. He suggests the Vestige talk to Captain Tremouille.
Captain Tremouille is on the ship's deck. He won't be going to Khenarthi's Roost soon, but Sugar-Claws will. She is at the other end of the dock. If the player wants to start gaining experience for the guilds, they should join them before going to Khenarthi's Roost since the player does not automatically discover the Vulkhel Guard Wayshrine. If the wayshrine is not discovered before leaving, then the only way to return to Auridon is by finishing the quests on Khenarthi's Roost.
Sugar Claws takes the Vestige to Eagle's Strand where they meet Razum-dar, the Khajiit who fished them out of the ocean and sent them to Vulkhel Guard. He thinks the player will be able to help and asks them to investigate. The player then talks to Commander Karinith who has more information. She sends them to Ealcil who gives information about the Sea Vipers.
To investigate each location, the player has to complete a quest at each one. These quests are "Cast Adrift" and "Tears of the Two Moons."
Afterwards the Vestige meets Raz in Mistral.
