A good way to get multiple ebony arrows is to reverse pick pocket all the members of The Thieves Guild and pick pocket any other arrows they have. I did this with every memeber of the guild and I stand by the targets in the main cistern room and just grab all the arrows they shoot. I went from 56 Ebony arrows to 1900 in less then two days.
