Trusting the word of a thief[]
The fact that Wulfmare lied about his involvment in the theft of the Elder Scroll, along with the fact he published a book where he openly admited to commiting two major crimes, leads me to believe he is lying all together. It seems likely that Wulfmare is not a "master thief" at all, but possiblely a novice one seeking some measure of fame through his book by pretending to be the "master thief" he claims to be.
